Jakarta to Apply Emission Test Inclusion in Tax Payment

The Jakarta administration is about to apply the emission test results as the basis for imposing Motorized Vehicle Tax (PKB) starting in December 2022.

The coefficient of the fine is being discussed

Jakarta Environment Agency (LH) Head Asep Kuswanto said vehicles who are more than three years old and will pay vehicle tax, must meet the emission test quality standards. If they failed the test or had not done the emission test, they would be subject to a tax penalty.

"The coefficient of the fine is being discussed by the Ministries of Environment, Forestry, Home, and Finance," he explained, Tuesday (7/12).

Tax Collection in East Jakarta Reaches 86.30 Percent of Target

He ensured that the fine would be applied until the end of the year, as it was being formulated with the Polda Metro Jaya, the Regional Revenue Agency (Bapenda) and the Jakarta Transportation Agency (Dishub).

The legal basis for this policy is Government Regulation number 22/2021 on the Implementation of Environmental Protection and Management, Article 206 Paragraph 2 (a) which regulates the fulfillment of emission tests to be applied to road-based land transportation equipment that has entered a service life of more than 3 years.

Then Article 531 mandates the fulfillment of the quality standards of emission test results as the basis for imposing vehicle tax for elements of environmental polluters that are enforced 2 years after this Government Regulation is promulgated.

He added the tightening of emission test provisions for private vehicles is one of the points in the Governor's Instruction number 66/2019 on Air Pollution Control.

"It is known that the largest source of pollution comes from the mobile sector such as motor vehicles or land transportation," he stated.
